Work on the Botany Bill began in early 2015. The Bill was first introduced in the 115th Congress, to the House of Representatives (H.R. 1054) on February 14, 2017 by Rep Quigley (D-IL), co-sponsor Ros-Lehtinen (R-FL) and the Senate (S.3240) on July 18, 2018 by Sen. Hirono (D-HI), cosponsors Duckworth (D-IL), Van Hollen (D-MD), and Whitehouse (D-RI).
